whats better, staying instate of out of state? i want to stay instate because its cheaper but i want to go out of state because i want a change of scenery....any more reasons for any of those choices?

Go where you want to go...and are also admitted. If it's out-of-state, you might want to defer your admission for a semester or more, move there ahead of time and get a temporary job, and establish residency.
