Females are generally not very good whistlers or talkers. I know that there are a few who are, but very few. I have a male and 3 females. My male is not a talker, but he is an expert whistler. The girls? They don't have too much to say.
As for the egg laying... is she sitting on them? If she is trying to sit on them, and you take them away from her, she will lay more eggs to fill her nest. Let her sit on them for a couple of weeks before trying to remove them. Also cutting her daylight hours may help. Long light cycles trigger breeding behavior.
This website has more information on incessant laying:

Good luck!

Two part answer to the lady 'teil
1. Laying eggs. That's a toughiee. They have a instinct to lay eggs no matter what. One way of trying to have her stop, make sure there are no nesting materials. If there no secure place to put it, she will not do it. The another way is to leave the eggs with her. Once she notices that they are not hatching she might get the hint and stop laying them.
2. Talking. Unfortunately ladies don't talk much. Maybe a word or two, but no more. Gents are the talkers. When I had my lady teil she only squawked and knew one whistle, that was it. You can repeat stuff to her, she will recognize and respond to it, but might never be able to talk.

Try covering the cage for a few hours a day. This will trick her body into thinking that it's night time and she will not lay anymore eggs. Also, do not take the exhisting eggs out until she either abandons them or pushes them out of the way.
This will help to satisfy her "Mothering Instinct".
As far as teaching her to talk, female cockatiels do not talk. The scream and sometimes whistle. My 10 year old female does whistle when she want attention.
Good luck.

As for laying eggs this is a natural thing you can't stop. As long as there is no male in the cage the egg can not be fertilized therefore it will not hatch. As for teaching her to talk you must have lots of patience and time to continually repeat what you want her to learn. Also there should not be anything there to distract you or your bird Good Luck

what causes a female bird to lay eggs is a combination of factors including sufficient food and water to support the young, weather and amount of sunlight. Of those factors, the only one you can control is sunlight. Limit your bird to less than eight hours of sunlight per day and she will come out of breeding condition. You can do this by covering her cage or placing the cage in a room without sunlight.
I used to breed my cockatiels in a dark room and would put full spectrum lights on to mimic daylight. By restricting when they had lots of light I could control whe the entire flock would come into breeding season.
You need to get control of this because too many attempts to lay eggs will deplete the female's calcium in her body and this could be very serious. In the meantime, be sure she has access to calcium in the form of calcium blocks or cuttle bones. Hardboiled aggs and eggshells can help, but the extra richness in the diet could help encourage her in her desire to breed.
As for talking, well, the tiels aren't really good at it anyway, and the girls are less good than the boys. Just keep repeating the simple words you want her to learn and reward her with a very special favorite treat if she attempts to say it.

You MUST make sure your bird has enough calcium in her diet. Egg laying can lead to osteoporosis bone fractures and death

Try taking away her nest box or what ever she is making her nest in if possible. She doesn't need it to do anything but lay eggs and will use it if it is there.
