To the family certainally if you care for the person at all.
To the police, no, they don't care about the casual user anyway.

no, your not going to get in any trouble for not reporting them...........the cops wont do ****. All reporting them would do would be getting that family member really pissed at you. If you dont like them smoking sit down with them and talk it out, dont nark on them trust me thats just going to cause alot more problems.
