I know of one particular place to live that's cheap year round: Hornepayne, Ontario.
Hornepayne is a town of about 1,000 people, a railway town way up north with not much of anything around. Housing is cheap up there - think 5 bedroom house for $80,000 Cdn.
The downside is there's not a whole to do up there, and it's cold in the winter, where the temperatures regularly hit -50 C and below.

Jail..medium to low security are best. Note you have to be an adult to get in..Drinking and driving is the easiest way to get in..But, be careful as some major crimes may just result in a slap on the wrist..
