At seventeen many young people are trying to find themselves. Why don't you try being his friend first and then you will have time to get to know each other better. If he is gay it will come out eventually, and if he is you are only friends anyway right. If he isn't you can find the reason for the shaving maybe he is a swimmer or a runner, They shave their entire bodies. I hope that I have helped you, and good luck.
