Politely say "I'm sorry and I don't mean to be rude, but I'd prefer not to talk to you." It's easy, so put it to good use.

A comedian once said that when he wants someone to stop talking, he starts making a face like he is about to make out with them before slowly going in as though to kiss them. Usually the conversation stops, and he can then just run off.
You can try the "Eric, that sounds great, but I really need to [get some work done] [go to the store] [get religion]."

In person: Look at your watch, suddenly remeber you HAVE to be somewhere 10 minutes ago, and leave.
ON the phone: 1) someone is at the front door, a pot is boiling over, the other line is blinking, you have an appointment and have to hang up, etc.
Surely you can get inventive here. Good luck

People who keep talking simply do not get it. Don't worry about being rude because they can't pick up on the social cues. Just walk away muttering something about having to be somewhere else.

I'll have my cell phone handy and say, "Excuse me" and then walk away while pretending to answer it. The other person doesn't know whether my cell phone is on vibrate or not!
I've even pretended to hear my phone ring in my office.

Tell them directly, in a way that offends them the least. That way they won't be "shocked" to figure it out later, and be moved to get revenge for it.
