we went to court house and the lady said because he dont have a florida id we cant marry

what part of Florida do you live in? My husband is from Mexico as well and we just got married on Friday. We went to Atlanta cause it wast the closest to us but I am pretty sure there are some other counties in Florida that will do it. try Orlando, Tampa, or Miami. If you are closer to the Georgia border then I would definitely go to Atlanta. You will need his birth certificate(original from Mexico), a translated and certified copy of his birth certificate and some kind of picture id(can be mexican), he will have to sign a form stating that he doesnt have a ssn and they will issue the license. The charge is 56 dollars and they have a free group ceremony at the courthouse every friday. If you are an amarican you should go to amarica and get a lawyer to check what the law is in amarica.
Luckily here in America what you want to do is illegal.
You could try going to Mexico but I suppose he doesn't have any Mexican papers. He probably has Mexican Rolling Papers.

Odds are he's using you for citizenship - if not, you'd be better off getting married in Mexico. I'd really take a good look at the relationship before doing that though. And a prenup.
