When is it alright for a woman to admit to a man, especially one outside her race, that she has fallen for them? Guys I could really use your help.

I see nothing wrong with this why not men do it so why can't a women you have feeling like anyone else Maybe he feels the same but too shy to say anything Just be honest and forward

This is the 21st century, you know! There is no problem telling a guy you like him--in fact, I made the first move on my boyfriend! Some guys are really shy and don't mind a girl making the first move.
I'm just wondering what the whole race thing has to do with anything. I mean, if you like him, it doesn't matter what he is, but who he is.

Why does it matter especially especially one outside her race. Sound like you have so race issue. The out side the race comment was not needed, so you need to think about if you are comfortable dating outside your race because it sound like you are not.
To answer your question: When ever you start having those feeling for him.

Absolutely. Like the other person said- this is the 21st century. Women can ask out guys and tell them that they like them.
About ten years ago I told my very good friend that I liked him, and we're still together today. And yes, we're different races.

most guys i know get weirded out if you approach them first. i guess they're old fashioned and prefer being the man, and chasing the girl. even shy guys were turned off when i approached them first. but then again, everyone's different. take your chances, i did.

Make sure he is REALLY interested in you first....then let him know bit by bit...
