You should try crate training him, and then allowing him a litterbox box. indoors. that way his little bladder won't have to wait for you to come home.
To crate train your puppy: put him in the crate at night(allow him to enter freely, it should never be a punishment), near your bed, and always put him on the litterbox every couple of hours and tell him to "go potty". if he goes immediately, give him a treat and allow him to play with you. if he doesn't, put him back in the crate and take him out every half hour till he goes
Don't give him any food or water 2 hours before crating him at night.
Once he is consistantly peeing and pooping in the litterbox when you place him in it. buy an indoor dog run or excercise pen, in which you can put his crate food and water on one side, and his litterbox on the other.
Whenever he is out of the excercise pen, keep a keen eye on him. if you see him going into his pre-potty behavior (sniffing the ground) immediately pick him up, say nothing, and place him on his litterbox, telling him to go potty.
If he has an accident, say nothing, and clean it up using Natures Miracle. only discipline him for an accident if you catch him in the act of making somewhere other than outside and his litterbox.
Purina has a litterbox for dogs that you can use. you can search it on google.
Don't forget to take him for excercise. allow him pee and poop outside.

Hate to say it, but tiny dogs just don't like to go outside to the bathroom. Can you blame them? There's weather out there. I had a shih-tzu for 14 years, and she never really got housebroken. Anyway, try those puppy pee pads that you can buy at pet stores if you want to "litter train" your pup...then he doesn't have to go out. If you'd rather he go outside, you're going to have to take him out many many many times each day, and when he goes, give him a treat. Only give him treats after he's gone to the bathroom outside, and he'll soon associate getting treats with the good behavior of peeing and pooping where you want him to.
