I can second Canon and Nikon. Anything by either brand. And if you can spare the budget, pass on the kit-lenses that come with most cameras and get something a bit better. The lens determines your image quality.
With Canon, the Rebel is the cheapest dSLR. The new Rebel 400D costs around $800 for just the body or around $1400 with a decent lens and a memory card. You might also still be able to find the previous model, the Rebel 350D, which was nearly as good, for around $630 (for just the body).
A fantastic lens for the Canons would be the Canon 17-85mm. This lens sells separately for $510. Highly recommended if you can spare the cash - it's almost $400 more than the 18-55mm kit lens.
By the way, all modern Canon dSLR cameras, including the Rebels, are part of the EOS line :-)
With Nikon, the cheapest models are the D50 ($550 for the body) and the D80 ($1000). With Nikon, you might be able to find a discontinued D70 for around $650. In terms of features, it sits between the D50 and D80.
A nice lens to start with would be the Nikon 18-70mm.

Canon or Nikon, both are forerunners in quality cameras with plenty of lenses available for you in the future. Find out a little more about photography so that you will know what features you really need or those that you do not. Learn first, then consider what you want to spend and then buy. When you buy into a camera brand, you're really buying into a system of lenses as well. Canon usually puts out certain features first but Nikon usually comes out with better quality build and better quality lenses. Take two comparable cameras (comparable in terms of features) and hold both cameras, look through the viewfinder and feel the ergonomics. Whatever feels more comfortable to you, after all, you'll be the one using it.
I suggest that you go to a fairly good camera shop and ask to see both the Canon Rebel with the kit lens and the Nikon D70S with the kit lens; hold them in your hands and see how they FEEL and see which one feel more comfortable in your hands; see which one has the buttons, switches and knobs in places where they're easily accessible to you. Compare them and see which one feel flimsy and chintzy; then, decide. You don't have to buy the camera at that shop. Find out what it goes for and go home and compare with the prices at www.keh.com and you may be very pleasantly surprised... (no taxes and the shipping cost is VERY reasonable).
Since cameras out outdated every 9-10 months now by newer models coming out surpassing the present ones, why don't you buy a good used one and save a few dollars for when you are more proficient? If this seems like a viable idea, go to www.keh.com and look into getting a Nikon D70S with the kit lens. It's right now at great prices because of the Nikon D80, which was recently introduced (Nikon's lens mount has not changed since 1959 so that you'll have a greater selection of lenses, howevery, you must only use AF lenses if you want the auto-focus feature). Canon Rebel is a good camera. On a par with that one is the Olympus evolt e500 . There are many good dslr cameras out there. I chose the Olympus because I pretty much got the same thing as the Canon Rebel for slightly less money.
If you have patience and persistence you can haunt eBay and use a sniping service to get your gear cheaper than you can in any camera store. If you do not have so much patience, then this site usually has some pretty good deals on all kinds of cameras, and links down the left column of some of the better camera outlets that usually have sales going on.

Last week I bouth the new Canon EOS Digital Rebel XTi for around $900. I bought a 75-300mm Canon lense as well as some filters, hoods, memory, case, etc. and the total came out to around $1250. The camera has worked fantastically! It has 10.1 megapixels, which is a ton for most people.
Last night I bought the $25 RC-1 from Canon (wireless remote control) and it allows you to stage shots of you and your friends and it lets you really utilize the BULB function on full manual setting.
All in all it has been a great camera and I would recommend it to anyone!!!

To answer your question the best SLR digital out there is the EOS-1Ds Mark II but keep in mind this will run you about $8,000 without a lens.
I would reccommend starting comparing the Rebel with the 30D (also by Canon) the site below should have in depth reviews of these and all other digital cameras.

Canon and Nikon are the best brands to go with. I have a Canon Digital Rebel, and love it. There are tons of lenses and accessories to choose from. I would definitely recommend it as a starting camera, and 8MP is more than enough resolution for most people in most situations.

I just made the jump to digital SLR myself. I had a Minolta, and was very unhappy with the picture quality. I purchased an entry level SLR, the Nikon D50. I also purchased a variety of lenses. So far, I have had very good luck with it, and the quality of the photographs is excellent. I can produce prints with amazing clarity up to 20"X30". This is the best SLR for quality and value for the dollar. I purchased mine from Ritz Camera.

Canon Rebels are very good but I also recommend canon eos range..there are a few variations but it depends what you want the camera for. As a professional photographer, I can only suggest according to what I use my camera for.
