I would start writing every thing down, What happened, Date and Time, Or where you were at when you were not home. Also call the police and get them involved. if you can, somehow also take pictures of him or the guy who is sitting in the car watching you. get the make, model and drivers plate license, of the car. If you see him again in the car call the police. If you still have problems get A friend to stay over and be a wittiness for you if you have any more problems.

report everything! every little hole in the window, suspected break in, all of it... that way when you do catch him in the act there is documentation of similar past incidents. talk to the housing authority in your county to find out your rights. if you so much as hear a peep outside your home call 911... if you're lucky he'll get caught in the act. if not, he'll at least see the police there and realize you're not going to be intimidated. if and when the police arrive stay level headed and calm but explain you strongly suspect your landlord and give them his name and what kind of vehicle he drives. if he tries anything major like breaking and entering or assault, the more documentation you have of past problems the more likely he is to be convicted... if you decide to get more direct about it... let him see you videotaping him outside your home while you document the days and times. DO NOT be aggresive or violent in any way... this will give him cause for immediate eviction... you be the "good guy" and when the time comes you can portray what a crummy person he is to the cops or in court.

good luck

You need to call 911 and report this activity and then go stay with a friend until it's resolved. Your kids safety must come first and unfortunately, this man sounds crazy. You cannot trust him. Call the Police and then get out.

I would just report the activity at night to the police and see what they can do for you.

I would say if you are scared, then move.

but you can not be harrassed, but if the landlord wants you out, all they have to do is give you a notice to move and you have to move anyway.
