There is a problem with the radiater on my '99 dodge neon. Are the radiater for those models plastic or aluminum? How much would I be spending on replacing it?

I believe the top tank is plastic but the core is aluminum. Price varies markedly. The most expensive option for an unmodified car radiator is probably the dealer. The least expensive is from a junk yard. Auto parts stores and web stores are in between. In my experience, the advantage of factory parts is that: 1. they fit and 2. they work. However if money is an issue stay away from this source. Since this is an extremely common car, you will have no trouble competitively shopping!
Also, maybe the radiator can simply be repaired without the expense of replacing it.

the radiator tanks are going to be plastic, the radiator core will be aluminum.

Cost to replace the radiator will depend on how much of the work you are doing. If you take it to a shop, you can probably count on a 2hr labor charge, plus the cost of parts, and fluids.

Keep in mind, the cost of parts from a shop are commonly marked up to full retail price, which can be quite a bit more than your actual cost at a parts store. Average cost through eBay is $75-$120 including shipping. Don't forget its always a good idea to replace the thermostat while you have the cooling system apart. Also check the waterpump, if you have high miles, and its never been changed now is a good time to do it, before it surprises you later.
