By "neutral", I assume you mean "gender-inspecific"? Not really, unless you just describe the relationship itself, e.g.

1) "my parents' siblings"
2) "my siblings' kids"
3) I suppose "stepsibling" makes sense, though it's a little weird-sounding

step-sibling is okay, but for the others I guess you'd need "parent's sibling" or "sibling's child" which don't sound right at all.

no there is not a neutral term for these relationships they are all gonna suck but you just will have yto deal with it
