You are looking at about $100,000US for a capable four seater for salt water use. Cessna 185 can carry four people and luggage resonably. Prices will vary based on condition, age, hours, and engine/prop overhaul times.
The cheapest plane that will do the job is a Cessna 180 or a 172XP and these run in the $80,000 range, but they don't perform as good so you will have to trade passengers for fuel or baggage.
Don't waste you money on an amphibious float plane because they are more expensive and you lose one person and luggage in useful weight, (A 300HP Cessna 185 is a dog on amphibs when fully loaded).

First, the plane has to be flightworthy before landing (if there is a failure in the air, the plane is often not controllable) Second, the pilot must know that he/she is about to land. (many crashes occur as a result of an error as to where the runway is). Third, there needs to be a smooth surface for the pontoons. A sea of a couple feet would be a disaster. Float plane usually land on lakes or protected bays. They also land at a slower fight speed, which means that they can handle slightly larger waves without causing the plane to cartwheel. Fourth, there would be a big fuel cost to have this extra feature. Lot'sa drag. It would be worse than having the landing gear down full time. This would also impact flight speed and stability. You need to fly slow. There was a miracle on the hudson because the first three criteria were in place. Adding pontoons would save few lives at a very high monetary cost.
