While it is true that a hit and run is a felony in some states, often the police will not investigate if the damages happened on private property. What he should do is leave his contact info at the front desk of the store...and...dare I say it...report it to his insurance co. Reporting it to an insurance is acknowledging the damage happened and is not quite the same as a hit and run. It's not likely the cameras in the parking lot are going to be bright enough to pull plates unless someone really digs through those tapes and has av equipment to see things larger. Better safe than sorry-if he wants to do the right thing he will leave his contact info and let his insurance know what he's done so they have the opportunity to protect him should anyone try to file against him. Insurance often will not charge a penalty, even for an at fault accident, if there doesn't wind up being a payout!

Something does not make sense here...for one, yes, an officer CAN arrest you or give you a ticket for a hit and run with it being on private property. Then you stated, "and their both older cars"; how do you know how old the car is if you did not even know you hit it? Lastly, as you indicated, if an off duty officer is the one who reported this, why would a police officer report it if the police cannot do anything since it was on private property?

He can be charged with hit and run. But this usually doesn't entail jail time unless he's a repeat offender or if he is on parole for other violations.
He will be fined and have to pay damages, may have to do some community service.
Police usually assume you had a reason for leaving the scene of a crime, like drunk, or involved in other criminal behavior.
Honesty is always the best policy.

well more than likely if he really feels that way, and the cameras actually got his license plate number and caught up with him then he would probably get a ticket and have to go to court b/c the car that he hit, the owner will probably take him to court for damages, and then the court might award more, or a fine, or points on his license for not doing the right thing at the time of the accident. but it shouldn't be like a real big deal, im almost 100% positive that he wont go to jail

He should go back and leave his contact information. Alternatively, he should go and turn himself into the police. If anyone saw him, the police will be looking for his vehicle. By turning himself into the police the charges are usually reduced down to a misdameanor, if the owner bothers to press charges at all. Most people just want their cars fixed, they don't want any hassles.
Hit and Run is a felony in most states.

He should go in and leave his information with the help desk at the store where he was parked. That way, if anyone comes looking for cameras, they can give the information to the person and he will be able to settle the problem without any trouble.

He can be charged with hit and run. Probably a warrant for his arrest will be issued. Best thing to do would be for him to turn himself in immediately, waiting will only make it worse.
