It means he doesn't think YOU are the one for HIM.
It means he's just not that into you.
It means you should stop seeing him.
It means you tell him "have a nice life" and stop taking his calls when he's bored and "wants to be friends."
It means he lacks the balls to break up with you properly and by pretending he's not the one for you, he doesn't have to admit that you aren't the one for him.
If you think you can stick around and convince him he IS the one for you, you'll be wasting your time because you aren't the one for him.

What he really means is that you aren't the one for him. He is just to sweet to hurt your feelings so he is making it sound like he is doing you a favor and letting you have the freedom to find someone right for you.
