If he is a black-our drinker it is possible that he doesn't remember... however even black-out drinkers often regain some memory of events.
Personally I don't believe this person doesn't remember and he defiantly has no right to grab at your stomach.
Your husband should not have picked his friend over you on this issue and that highlights to me that there is some lack on your husband's part.... either ethical/moral or he is someone you would be better off without.
Are you and/or your husband drinking too much? Has drinking caused other problems in your life?

The next time he is JUST DRUNK, you may not be so lucky. Do not allow yourself to be alone with this man, and if he ever touches you again tell him to leave you alone, very loudly. what he is doing is setting you up for a rape. He WILL force himself on you, and then say that you initiated it using the fact that you let him touch you in the past, and the fact that he was drinking to get away with it.

I think I have A simular situation, our friend I've known longer than my husband, is always complimenting me on my clothes and cooking and I catch him sometimes looking at me he's A good guy but A little too much

Does it really matter if he remembers? Your husband should stand up for you and ban this person from your house. And of course he remembers otherwise he would not be graby with you.
