Kick boxing is the american version of Mui Tai or Tai Boxing. Mui Tai is a martial art Kick Boxing is Boxing that allows kicks. Tai Kwan Do reall isn't much like it al all. They both have kicks and punches but other than that there really is no similarity.

Depends on the school for the most part.
Olympic TKD is not like kickboxing.
Kickboxing has been around for a very long time much like boxing.
Martial arts do teach offensive skills so that does not preclude Kickboxing as a martial arts. I view it as a Martial Sport with many real world applications (although there is no ring or disallowed strikes, and no gloves in a street fight most of the time).

Don't listen to that dumbass spidertiger, just because a martial art is more competition oriented doesn't mean it's not a martial art anymore. His definiton of martial arts is probably jumping around with fancy costumes while bowing ten times to your sensei/soke/sifu/... everytime he says something. Back in the Middle Age, martial arts were made to win wars or fights, and it could (still) be translated as "the art of war". Nowadays, wars are fought with guns (by the way, if you really want to talk about martial arts "technically", what soldiers train in should also be considered as martial arts, and themselves martial artists), so the only thing left is fighting, and therefore, those competition oriented martial arts (the full contact one, not those pussified point sparring tournamenents or whatever) are more martial arts than the krotty kung fu or karate/tkd you will find in most of the dojos (in the U.S.A. even more).

TKD is generally a more limited ruleset. As most schools that train for a specific type of competition focus more on a specific ruleset (of the competition), TKD is generally going to be geared to this. Like no kicking the supporting leg or no punching the face, both of which are key in any realistic situation. Go with kickboxing over tkd, and san shou kickboxing or muai thai over generic kickboxing.

TKD emphasises the legs much more than most kickboxing does. To the point where they had to put rules in KB that stated you had to throw a certain number of kicks in a round. TKD is generally too fancy and flowery for my tastes to be as effective as Muay Thai or Western KB. I have however seen some excellent fighters use that style to paste their opponents.

Depend on how it's trainned. If they do lot very simple kicks, doesn't focus on flashy thing, spar hard, kick every where but the groin, use their punches with some effective, kick bags and pads , train 4 to 6 days a week 2 to 6 hours a day, then yes it's similar to kick boxing. If you want to get technical Kick Boxing is not a martial art.
It is technically a sport, like boxing. It is a generic term used to describe combat sports involving a ring, two fighters, rules that allow both punching and kicking.
This is not to say it could not be used to defend one's self, as long as they trained hard. Hard training can many any style effective.
As far as being similar to TKD, I don't know as I do not study TKD.
