Some universities will waive tuition for students graduating from a high school in that state as the top 5% of students. So if you had good grades in high school, you could get free tuition to a state school. However, this is considered a scholarship. At my university, there was a financial office and then a seperate scholarship office so be sure you have applied with both. Believe it or not applying for 'financial aid' does not automatically apply you for all eligible grants & scholarships.

Stafford is a student loan.
Pell is a grant. FASFA website should help.
Google Financial Aid Grants and see what comes up.
