This is an extremely complex issue that requires careful study. If the Raccoon is a naturalized western variety, then it is sufficient to use an M-16 to bring about it's demise. However, if this Raccoon is of Middle Eastern extraction then the F-16 Jet would be required to do the job. This is because of the difference in the tenacity and determination of the latter.

The operational cost of F-16 vs M-16 has been mulled over and we have found that without sufficient funding neither will be economically satisfactory until the raccoon has caused enough of a political uproar as to bring about its demise at any and all cost.

You've only got to look at the raccoon to know that it poses a serious threat to national security. But I think either of these methods is overkill, just think how cute the raccoon would look in an orange tracksuit!

Well in our part of the county we would prefer a rocket launcher or a claymore mine. The F 16 don't allow you to see the fur fly when you get them.

Yea, I have a modified M-16(AR-15) that I go deer hunting with and would not think twice about shooting a racoon with it.
