High implies altitude. Tall implies distance from bast to the top of an object.
For example:
The tallest [or distance from base to the roof] building in the world is still the Sears Tower in Chicago, IL according to some people at approx 1,100 feet. However, even a one story convenience store in Denver, CO is higher than the Sears Tower since the entire city of Denver has an approx altitude of a mile above sea level.

Tall represents a measurement of an individual object, whereas high represents somethings position in relation to something else (usually the ground)
For example, a tree is tall, but a bird flying above you would not be called tall, it would be high.

I think that " TALL" refers to people only. A tall person but a high mountain. To speak of a tall building is incorrect . You may use "HIGH" referring to people when you are speaking about their position, ie , High in government or High on a hill .
On the same subject , A statement that is untrue is sometimes called "A TALL STORY", because its " brain " is far from its "feet" . Its logic has nothing to stand on .

I guess TALL starts from the ground up, whereas HIGH can refer to something in the sky but doesn't necessarily have it's base on the ground.
