When my girls where babies, they would love to take the toilet paper and run down the basement stairs with it. It is very normal. Actually, tearing it up is very good for the fine motor skills. You can try to put it to a functional use and have them tear up tissue paper and glue it onto a piece of paper or put crate paper on a toilet paper roll and let them run around with it. It helps to develpe their fine and gross motor skills.

I have four kids and they love to play with toilet papers and now I am only left with my 1 and 2 years old playing with toilet papers. My 4 and 6 years old had kick of that habit when they grow older. The best thing is to the toilet papers out of their reach and to talk to them that they are not to play with the toilet papers as they are dirty each time you catch them playing with it. You might think that your 10 months old girl won't be able to understand you but she does but it takes time for her to listen to you and overcome that absession of ripping with the toilet papers. The best is still to put it out of her reach so she can't rip of all the toilet papers.

my daughter does the same thing! for her is a game, she loves when I chase her to take the paper out of her mouth lol. There is such thing as weird craving due to vitamin deficiency but I would not give her anything until you consult with her physician.
