suggestion for what software suppose to use? thanks!

Instead of using programming I would use a 3d design package such as 3D studio or Auto-CAD.

However if you must program it, you'll need a 3D engine to go with whatever language you pick. A couple choices are Java 3D (for use with Java), OpenGL (Java, C, or other), and Direct X (Windows language: .NET or other)

I'd use MATLAB.
But it won't help with the diagrams, you'll have to read the values and give them to the program manually. Unless you turn the diagram into a chart, or use image processing!
I know there are programs which can select bearings or design gears. Maybe there's one for springs. Look for it.
