i am booking a holiday jst for me and im meeting someone out in turkey and they will be staying with me. so is it possible to book a hotel for 2 people 2 stay and just for one person to fly?

Normally tour operators sell whole packages including flights & accomodation. I know though that occasionally they sell flights only (First Choice does for example) so it makes sense that they would sell accomodation only too. Best thing to do is to contact your travel agent.
If you're after an FIT package (which means you build up your holiday) then there's certainly no problem. Book your flight and ask a DBL room instead of a SGL.

Yes, but you would have to pay extra fee for your friend. All the hotels do the same in the world. Good luck...
