I look at it more like this:
When does God give the soul a body?
I guess that's just a technicality.
But if you are an Atheist, "Soul" has a different meaning for you. It is the product of consciousness, created by the brain, particularly the center which gives you that sense of "I." So it is "given" whenever the brain is developed enough to have that sense of identity. That is likely before birth, but after conception.
