LOL. I don't even have a chest for a man to look at! And I don't think i've ever stared at a guy's crotch while talkin to him, especially if he's a stranger. Now...if he's my boyfriend, sure, I'll stare, cuz then he'll know I'd like to jump his, um, bones. Rawr.
Anyway...some girls find it rude, I suppose. I'd think if a guy is checking out my body while he's talking to me, it means he's interested. Sure, probably just in sex, but hey, sometimes attention is good. You just have to know how to handle it.
