You mean the Fair Tax proposal supported by Neal Bortz? I believe it was HR 25. I like the idea of eliminating income taxes in favor of a national sales tax. All 'loopholes' disappear over night.

Positive - taxes the underground economy.

Negative, and I believe this outweighs the above positive - it's incredibly regressive.
