Usually the most common reason for guys not making any moves on the girl he likes is because he's shy or he's afraid of rejection.
if the guy likes the girl, he will have thoughts on asking her out. but maybe he doesn't know how, or he's afraid a rejection from the girl will cause awkwardness for the
both of them.
hopefully the girl can improve on the situation by examples such as calling the guy to help her out picking birthday presents (shopping). meet up for lunch and if the guy feels comfortable with the girl he will give her a call and such.

It could mean that the other person is nervous, or unsure of him self, or simply maybe he's not ready, yet, to make a move. Don't be in a rush. And if it bothers you all that much, and you feel like you are ready...make a move! See what happens!

It means he's shy. Timidness has no discretion of age. Your friend should flirt back a little or if she's confident enough even ask this guy out herself.

the thought you were gay never even crossed my mind until you mentioned it LOL. Seriously, times are changing if she knows he likes her, then tell her to ask him out, if she is that sure , then he will say yes. Sometimes the gals have to make the first move.

MAYBE HE IS JUST TRYING TO BE RESPECTFUL AND MAYBE WAIT TIL THE GIRL IS A LIL OLDER, OR MAYBE WAITING TO MAKE SURE THIS IS WHAT HE WANTS SO HE DONT JUMP INTO IT AND DECIDE ITS NOT WHAT HE WANTS. MAYBE HE JUST DONT WANT TO GET HURT HIMSELF.
