Moisture... under the paint. Not good.

the painter/contractor either didn't know alot about paint & surfaces, & in too big of a hurry to do the job right. If this contractor/painter doesn't redo this, call your local tv station & they will put the word out on the company. If the company still doesn't come forward & make it good, another more successful painter,contractor or paint distributer usually does-simply for the free advertising of their great customer service.

Surface preparation was not done properly. For all refinishing jobs, surface preparation is always the KEY step. The surface (wood??)was either too damp or should have been well-sanded to remove flaking/peeling paint. If it was done in direct sunshine it would make matters worse. You must use the best paint for the particular surface that you can afford. You will have to start over unfortunately, and if the contractor is reputable and guarantees their work they should have known better and now be prepared to fix it.

I am a contractor,and have been painting for 20 years.My company always power washed all areas before painting.Ofcourse allowing 2-3 days to dry before beginning painting.

Improper mixing of the paint especially when spraying, not priming the paint surface, severe heat are just a few of the reasons paint can bubble.

I'm not sure of the reasons why, but I would think the contractor would have to fix this for free.

If the wall was damp in any way when the paint was applied, that could cause it.
