Because He is fair. He wants people to love Him and obey Him of their own free will. If He forced people to love Him it would be rape and God is not like that. True love takes risks, and he knew that their was a risk involved but He still loved and went through with it.

Think of it like a parent. You have your kids and you want them to do the right thing... if you give them the choice and they behave because you love them what a value. But, if they do what they are told because you force them to...
