I believe it is sort of a way to change the subject... or move on and say lets discuss it later.

For example you are talking about your friend and their issues...at a meeting about sugar... so to get off the subject about your friend you change the subject by saying... "but thats neither here nor there..... lets move on about our sugar problem...." sort of like that... goofy example but thats all I can think of...
