Speak to BT they will advise you as to what they will do and the cost, a normal electrician is not allowed to install telephone sockets or cables, they are an entirely different thing.

Well, you'll need to get BT to enable the line. They will have turned it off in datafill in the exchange.
Anyone can physically fit a master socket, but BT are supposed to install and maintain it.
I would just buy a master socket from maplins or somewhere, install it, and then phone BT - tell them you've already got a socket on the wall. The first thing they will do is enable the line. If it doesn't work then they'll check it to the master socket, Play a bit innocent "oh, it was here when we moved in" style.
However, if the line is enabled and someone calls the number when you've got hold of the wires it might give you 70 volts ringing current - not a problem really but be aware.

If you have nowhere to plug a phone into in your house then BT will have to come in and install it for you.
Find out what the previous owners did. Perhaps they used cordless and the socket is in a cupboard or something (odd but some people are very pernickety about these things.
If all else fails then try to be nice to the people at BT and they may knock some money off the price, companies like that can be very good if you butter them up in the right way.

Did the people that lived there before have a bt phone line that you know of? If so then an electritian should be able to come and put another socket on for you.

125 is way too much, I would tell BT that if they want your custom they will come and fit a phone socket for free! It's possible to fit one yourself if you know which wires go where, but it ain't that easy.

NO!
If you are handy, go to www.DIY.com (Do It Yourself) to see how to install it. It's very simple if you are not colorblind.
If you don't want to do that, check your local ads (news and net) for the Phone Jack Guys/Gals. They will do it for cheap ($35 in Los Angeles).
OR! Get a Gigaset phone, if you are looking for an additional hookup for a phone. Gigasets are 2.4 or 5.8 Mega Hertz cordless phones that you plug one phone into a jack and the remaining handsets work with just an electrical outlet.

you will have to find out who the phone wire belongs to. If it is BT, then they shouldn't charge you anything.

BT will have to do it, you have been disconnected at some time, or someone has nicked the phone.
