Interesting idea. And yes, it would be unnerving. I however, find it difficult to see how Katrina was anything other than a natural disaster.
Now if you are implying that it was a terrorist attack by Islamic Muslims consider this. Having been to Louisiana and the New Orleans area I think that any significant influx of say 20 or more people of "middle-eastern appearance" would have stood out and have eventually been recalled during the subsequent investigations and inquires as to the reasons for the lack of state and federal response.
If it was a domestic terrorist attack...why and for what hoped for results. Plus in both cases; internatational or domestic attack someone or group claims credit. Or else why attack?

If terrorist cells could orchestrate a natural disaster of that magnitude and have control over a natural phenomenon like a hurricane then we are all in trouble. All the events of 9/11, not just the WTC, to me was a phenomenal act of coordination. As much as I hate the people who carried it out, planned it in the first place, and the devastation left behind, I still have to marvel at the ingenuity that went into it. It really was ingenious. Please understand that I think it was one of the most horrific acts ever and I do not want to pay the terrorist credit in any way but what happened and how it happened was something because of the scale in which it happened. The collapse of the building was an unfortunate bonus to the terrorists plot. But as "ingenious" as it may seem, it falls incredibly short of controlling nature.
Would it freak out the authorities? I think there would be some people in our government who would need a clean pair of undies, that's for sure. I do believe that we would overcome it, somehow. If we are not a PROACTIVE government, we certainly are a REACTIVE one.
I have faith in the the US Military and the Space Program. I would think and hope that they, with all the great minds the organizations have, would be able to figure a way to control nature before some 3rd rate radical group in some barren mountainside of some 3rd world country could.

Yes, if Al Qaeda figures out a way to alter the Earth's weather patterns, creating ungodly (heh heh) hurricanes, tornadoes, typhoons and tsumanis, I would support the use of the adjective "unnerving" to describe my emotional reaction.
As for the authorities panicking, however, I would say no -- they would respond to the aforementioned not-so-natural disasters in the same calm, comprehensive and timely manner as they did following Hurricane Katrina.
Clearly, with Pres. Bush in the White House and FEMA our main line of defense against significant disasters, we all safe from harm.
If you need me, I'll be in my bomb shelter...

There are people (mostly the consiracy theorists) who believe our weather can be controlled.
If it was found that Katrina was a terrorist attack, I would be damn scared. But I don't.

No they would not panic, especially if they found out before all of the public. They would probably just hide the truth like they always do.
