If you mean street vendors, most are 'open' during the regular work day when pedestrian traffic is at its peak.

You must be careful about you go about doing this ,you don't simply walk into a store -and do walk into a store - and say "Excuse me Mr. Lee, I'm looking for a knock-off Rolex could you show me what you have ? " Mr. Lee will show you to the door.
No what you must do is take the time to look at the" expensive "
watches and then intimate to Mr. Lee that you want a watch that "seems" expensive
You must let Mr. Lee set the tone and lead you to where you want to go. If he trusts you , you'll get there.
Designer knock-offs are actually illegal to sell. And every once in a while ,NYPD will punish the fool who bought or sold them blatantly. In this situation subtlety is an asset.

There usually are Asian women on the corners holding "Gucci or Louis Vuitton" bags. They will approach you and ask if you are interested. Then they will take you to another store, usually on Mott and take you in a building to an office, and in the back will be the knockoffs. As someone else said, the NY PD cracks down on this, so buyer beware.
