Depends to whom you are writing. Take guidance as follows:-

To a known person, ie Mr or Mrs Smith

Dear Mr Smith
Dear Mrs Smith
or Dear Mr and Mrs Smith

To a limited company

Dear Sir/Madam
or Dear Sir
or Dear Madam

To a non-limited company

Dear Sir or Madam
Dear Sir
Dear Madam

When finishing
Yours faithfully
or Yours Very Truly

To a friend

Dear John
Dear Sue

When finishing

Yours sincerely

On a Memo

Juts start the Memo without saying Dear anybody.
Finish by just putting your name.

Dear Gentlemen/Laides/Gentlepeople, is reserved for formal occasions and not for emails. Management would absolutely scream if they saw the aforementioned salutations.

The only protocol of intercoy email is not to leave the subject header out, the sender, the subject matter in brief & the person(s) attentioned.

If it's a letter, it should begin "Dear Sir or Madam"

If it's an email, "Ladies and Gentlemen"
