Because into the water your metabolism work more, also to keep constant the temperature of the body, and when you swim all your muscles work, also groups than normally don't work in normal situations with normal gravity.
swimming is one of the motor activity in which you spend more energy in calories in each hour of training.

It is because it is colder. Your body temperature drops. There is something about being cold (think about summer vs winter) that makes you more hungry.
It's not about calories burned or anything else. I don't have all the details but a fittness magazine had an article about this one month.

its cold you use more energy

have you noticed how you never get hot when you've been swimming hard? but you do when you are running

swimming pools are cold they are about 30'c (mine has a big sign saying so) and in scinece we did how our bodies stay at 37'c so we have to warm them up in a swimming pool

you use a lot of energy while swimming causing you also to burn some carbs here and there your body needs food to restore that energy so that is why you are hungry

To avoid that, eat a big hearty meal immediately before swimming.
