I'm curious what part of the brain alcohol affects that can "help" overcome such a range phobias like spiders and sex.

Its the frontal lobes, I think.

When you drink any alcohol beverage, your liver has to process it, so the result of the process is SUGAR, what you really have in that moment is a sugar attack. SO now, what happen when your blood gets high in sugar, it slows down. Since the system has not way how to carry oxygen and fluids what it does is, it takes from the closest point, since out thinking part is in the head the system try to shut down the body and start to take the fluids of your brain, so your brain get slow and dehydrated... and there is no balance of fluids in your brain, no balance no control anything will cause anything in your brain... Alcohol is a depressive beverage... that is why you are thirsty next morning, because your body is asking for fluids but more is your brain who has been damaged. I hope this help, and this is why i do not drink at all.

Its alot of what the first answer suggest.
the blood flow enters the frontal lobe before it enters the areas that are considers the subconscious brain. its is in our frontal lobe where we consciously control our thoughts, emotions and phobias. so as the blood passes through this part the alcohol is first distributed here, allowing our subconscious to take over. this helps us over come our phobias while drunk and (in excess) impairs our decision making skills even while sober.

Alcohol deprives your brain of OXYGEN, thus leaving you with a lessor ability to make good, rational decisions. You are debilitating your brain - and normal filters of fear or caution are essentially disabled.

It's a drug. If you are at a point where you would do something you wouldn't do sober, time to re-evaluate your habits.
