it is a slow process and don't expect them to pick up right away. Usually a puppy will take sometimes 6-8 months to learn. Mine did.
Crate training is a great way to start.

Recommend cage training. Purchase a cage of adequate size for your dog, have your dog sleep, nap, and spend time when you can't watch him every second in the cage. Regulate eating and drinking to specific times - when your dog eats or drinks, be prepared to take the dog outside 1/2-1 hour after meals for a walk/bathroom break. Be certain not to confuse the walk/break with playtime. Use a leash, walk the dog outside (give them some time) and then return inside.

If someone is home with the puppy everyday, all day,try taking him outside every couple hrs. If he does it outside praise him,let him know he done good. If he is alone then you should confine him to a crate or small area. Dogs will rarely pee or poop where they sleep. It will be hard since he has started in the house already but you can use vinegar water(strong) to mask the smell He is coming into man hood & wants to mark his territory. If you have a safe fenced area put him outside to play & do his duty.

you need a fast solution. this one came from my sister when i brought a big stray into the house about the same age. she said it only takes three days but in worked for me in one. put the dog on a leash while in the house and keep it with u 24/7. every time the dog acts like it wants to go somewhere put it outside. if u have a fenced in back yard take it off the leash. this is the only time it is allowed off the leash. if the dog is home alone then put the dog in a cage. in three days or less your dog will be housebroken.
remember, your dog is not a "puppy" puppy and you (and your carpet) will be better off with this quick solution. and whoever put a thumbs-down on this answer is a moron.

Our chihuahua was a year old & still doing that. Even when the door would be wide open, she would go on the floor! So frustrating! Worst part is she knew it was wrong because she'd go on the carpet then hide under the sofa.
I was told that its hard to potty train small dogs. Not sure of the truth in that.
We had to give ours away because she hated our new baby. I still miss her, pee stains & all.

chihuahuas are piddly dogs. I don't know anyone with one who is 100% clean in the house. Possibly it is the reason the people you bought him from, got rid of him in the first place.
