How about doing a scrap book with picture of your mom from as far back as you can go to the present time, add all kinds of things to it such as a card that you made when you were in first grade that she still has etc. Nothing is better than a homemade gift from the heart!!

hi first take her to lunch, a mother and daughter bonding period and just talk and chat and catch up on things, the best place would be to a mall that has stores where she can see some of the things she likes, for example; after lunch go to a store that sells embroidery supplies, or items that is embroided or craft stores and just let her browse through, she may even see something she likes that is in your budget and boom, there is a gift for her birthday but the bottom line just go out and have some good old mother and daughter fun and be sure to let her know that you are proud to call her mom. (have fun)

If she likes trees, you can maybe buy her an interesting new type of tree? A Bonsai maybe? Or a Devil's Ladder?
Alternatively, you may think about going somewhere with her, just the two of you, to spend some quality time together, for example, maybe going to a special market for embroidery and coffee and dessert later? A gift of your time and thoughts?

I think most Moms would appreciate a full day at the spa. With a nice facial and massage, then a nice hair and make up session. Finally, take her out to a really nice place for dinner. Your Mom will love you for it...

YOU.
Take her away for a weekend, or a casino overnight. Bottom line is I bet she would like nothing more than to know you have put everything aside just to spend some time alone with her. I have 3 older kids and I would LOVE that!

My very favorite gift is a gift certificate to a book store where I can buy what I want without feeling guilty. You could do that with her favorite store.

Ask her for a list, most people have an idea what they want, plus it will show her you're thinking about her birthday. That will give her a warm fuzzy! Then ask her for some money....
