It's actually "Shoulda, coulda, woulda", or Should have, could have, would have. Used by people in the vernacular to dissuade another from complaining about missed opportunities, or mistakes that have already been made. For example:
A: "Man, if only I had known he was a liar, I would never have gone out with him! Why did I let myself believe all his sweet talk? Blah, blah blah!"
B: "Yeah, yeah. Shoulda, coulda, woulda. Let's go get a beer."
Get it?
