it was better when dog licenses were about because it stopped unwanted dogs and puppies so i think it would be better if they brought them back and charged a fee per dog. and i think that the dog should be put immediately to sleep and the owner should get a big fine.

Yes - we should bring back dog licenses because at least then you shouldn't get as many abandoned dogs.
No - I don' believe that if a dog bites someone the owner should be prosecuted, there are many reasons why dogs bite.
What if that dog had been teased as a puppy and mistreated
What if it was ill?
My dog bit the dog groomer, surely in this profession it's going to happen once in a while? should I be prosecuted for it?
Puppies bite all the time until their new teeth come in. I think there are too many variations on being bitten.
Humans are just as bad............

In the UK dog licences have been abandoned for many years...

I don't think bringing them back would be a worthwhile initiative.. who would police it?

What we should do is ensure that owners are more responsible. The Dangerous Dogs Act went some way towards this, but not far enough.

Simply destroying the dogs isn't really the answer either as they are animals [albeit domesticated!] and generally don't know any better.

I worry about the number of "dangerous dogs" and cannot fathom how they make good pets..

Yes bring licences back. It was a stupid idea to get rid of them in the first place, thats why we have so many morons with killer dogs now. And yes the owner should be prosecuted if their dog bites someone AND be made to pay proper compensation, the only exception being if it happened on the owners premises and a dog warning sign was displayed.

In Northern Ireland we still have dog licensing which is controlled by local councils. We also have the Dogs (NI) Order. Under this legislation an owner of an unlicensed dog which causes damage or attacks another person is deemed responsible i.e. the onus of proof falls on the owner to prove their lack of culpability or to highlight any mitigating circumstances.
The costs are minimal £5.00pa but the service provides a degree of traceability as each dog is registered by name , breed and distinguishing marks. Licensed dogs are also required to wear a collar with serial number to assist in tracing owners etc.

I am a dog owner, but any dog which has been bred to a) attack humans b) attack other dogs should just be banned, they are a risk to society and these owners who claim that their dog "would never bite" need to take a reality check, they really mean "would never bite me"!!
A license would be a good idea, any dangerous dog should be left to security guards and the police, not some chav on a council estate.

In Australia we do have licencing for dogs. However, this doesn't make much difference. I pay registration for two dogs but what do I get for my money? Nothing, not a thing. If my dog gets picked up by animal control, I still pay the same fine as someone who didnt register.

Individual cases of dogs biting people have to be treated on a case by case basis. If some kids teased your dog, poked sticks at it or threw rocks at it every day for a month and then the dog bit one of them....can you blame the dog?

We are required by law to have dog licenses in our county. That is a local requirement. If the dog is off his/her property and bites someone, the owner should be prosecuted. If someone comes onto the dog's property, however, that is a different case.

If a dog bites someone, it is put to sleep. If a dog mauls the owner will be prosecuted. If you think there is a dangerous dog about, phone the RSPCA, they will investigate and give the owner advice

In my State, NJ~ USA, you need licenses for dogs, cats, and even each and every exotic animals, so they know, especially in a fire. Plus, the amount that they pay for the fee of the licenses, helps feed keenels and our area, as we have many and so many animals do get put down, as people prefer the puppies, than a dog that is a year or older. Which I can understand, but some kenels, they put down animals in 24 hours, if no adoption, as it gets very expensive and no room. As it is a BIG thing, over here, as people buy a cute animal, til it grows up, they don't want it any longer, and then they have to think what they need to do, about it! It is sad, as I know I would love my Dog, forever, as I hook on to any one that is in my home. My son is like that, also! Our hearts are too big, and don't think of EVER giving it up!

But, I think everyone should have some type of registartaion of ALL ANIMALS in the home, as the money will help keep the animals and shelters, up to code and able to keep animals longer, to get others to adopt them! As, I have several friends that got a chance to adopt a dog or cat, But, I am all for, paying for any type of animal liscening, as it is a great thing, to keep the population down, as they have, in some areas, free nudering, shots, visits, etc. As I think if you pay for licenses, it might keep others from just getting all the animals and just leaving them, alone. If animal is caught, and the person who lost it, can be fine, as you can also report if you see a dog or cat, alone, and the people who own it, if not reported to someone about loosing it, can be fine, as that should help with everyone's animals. Plus, those who DON'T have a Dog/Cat License, should be fined, and made to get the proper license, according to the animal!

Hope that helps, as I believe, no matter where you live, it is a great thing, as cars have them, why not our poor, helpless, animals so we can know where they are and to act on them!

Dogs should be registered, if for no other reason than to return runaways to their owners.
If a dog is running loose and tends to bite people, I think the owner should be prosecuted.
