Well personally, I would start out deciding what sounds are going to be in my language. Then I would start creating words out of those sounds. I would just think "hey, what would be a good word for water"? And then I would come up with something that sounds good to me. I would also create my own orthography, with one letter for each sound. The hardest part would be coming up with the grammar and such, but I would just play around with it until I was satisfied. Do I want a more inflectional language? Would the sentence structure be Subject Verb Object (like English) or some other way? It helps if you know linguistic terms and such to get a better grasp on the way things should go and what you need.

It has been done.
J.R.R. Tolkien created "Elvish" and several other languages for different groups of characters in "The Hobbit" and "The Lord of the Rings". He was a languages professor at a university. He had excellent knowledge of several current Western European languages, and of the much older languages that they had evolved from, and of the ways that the old ones had gradually changed into the new ones. So he could go back to the oldest ones and work out what languages they could have produced from different rules, or from a diffferent combination of rules. Of course the results looked very authentic.

Well, you would probably have to be a leader of some type of cult or group and then just start teaching a new language. Sort of like Klingon for Star Trek fans.

I think the best is like Jodie Foster in Nell, just speak randomly to your children and their natural linguistic impulses will spur them to find meaning in it.
Preferably have at least four or five kids.
