I would just say thank you very much and whilst you like them very very much in return, you're a bit more cautious about rushing heart first into things, and whilst you feel that the potiental to love them back is definately there - you'd prefer to be sure before you lead them on by saying you feel an emotion that you dont.
If they do love you - then they should respect this and not pressurize you into anything more.

Tell them exactly that. You can be very fond of someone and even in lust, but long lasting love generally takes a little longer. I am always a bit uncomfortable with early declarations as it strikes be as being a bit needy and dependent. I do however know of people who have declared love within days and been happy ever after.

Been there my friend. Depends on what you actually feel for this person. Honesty is always best, but it could hurt the person & damage the relationship. To to put your feelings in YOUR own words. Love is a strong word & often used without meaning. Think of why you are with this person. You may not be in love, but you obviously admire them for something.
Relationships are hard, but if this person truely loves you, You being honest wont drive them away.

I'd say exactly that. If you think you might get there someday, I think just saying that you move a little slower and aren't there yet is a nice gentle and honest way to express yourself. But if you don't think you will fall in love with them, it's best to say you don't see the relationship moving into that direction.
Either way, honesty, no matter how hard, is the best policy and is usually appreciated by the other person even if it's disappointing news.

Not there yet!!! You either are or you arent there is no middle ground, no grey area, you should know.
close your eyes and imagine being with this person for the rest of your life. If the answer is yes then you already love them and just didnt know it.

Well the same thing happened to my friend on holiday with her boyfriend and she just told him she wasnt ready to tell him that right at that moment but soon as they got back she told him and they are still happily in love now x

Say something like that is so sweet, and I really like you a lot too.....if you feel comfortable enough, tell them it is a little early to say you love them . If it is meant to be, it will be.

Tough one, i guess the only answer is honesty.You owe i to yourself to be honest and to them as its not fair to lead them to think you love them if indeed you are not there yet. just explain to them that you care for them very much but you feel its to early for you personally to declare your love.this doesnt mean you wont at a later date but dont want to lead them on. honesty is always best.

this is tricky....you will know your in love but don't come back with the "i love you too" until you are sure that you are in love....be polite and tell your partner that you like them but it's too soon to declare your undying love to them
