And why would he earn the respect of the other baddies?

I suppose it depends on you definition of villain. By combining both Marvel and DC universes theer are some exptremly powerful beings to consider. Galactus would have to be the most powerful on the marvel universe and Darkseid in the DC. So most likely it would come down to being between those two. That assumes that Galactus can be classified as a villain, since he is so far beyond any concept of good and evil that such conventins may not apply to him. If we include Galactus then him. If not, then Darkseid, being that he is one of the most powerful beings in either universe.

First, you could look at Villains United, and see that even Lex (wel Alexi) needed a team of villains in order to maintain control.

But, if you look at the Marvel Universe, their villains are typically more powerful than DCs. You have the Beyonder, Hela, Thanos, Trickster, Loki...as cosmic scale beings (not counting Galactus as a villain) Even Darkseid would be outmatched by them (he lost to Galactus). But, who's the most powerful from that lot?

That's one of Marvel's biggest flaws...too many cosmic scale beings (mostly villains). It's so inequitable, that their stories lose continuity.

In the end, I'd say Trickster. He likes teaming w/ others, while Hela and Thanos just want death and destruction.

If there had to be just one head honcho then it probally wouldn't go to the strongest villian. It would go to the craftiest, most manipulative and Charismatic villain. And my vote goes to Deathstroke the Terminator (I love saying that whole name)! There are many, MANY, more powerful beings out there who could gut Deathstroke like a fish, or burn him to cinders or what not, but If he wanted to Deathstroke could unite the villians of both universes like noone else could. This is a man who, during Identity Crisis, took out a half dozen veteran JLAers including a man faster then him (The Flash), Stronger then him (Hawkman), smarter then him (The Atom), and TWO beings more powerful then he could ever be (Zatanna and Kyle Rayner {who had been a Green Lantern at the time}). So he'd be able to throw a beating to anyone gunning for his position.
Under Deathstroke The Terminator's guidance the villians would possibly be unbeatable.

Luthor and Dr. Doom would each want the top position, neither would agree to serve under the other, they would form teams (mixing some DC and some Marvel villains together) and mutually destroy each other. Hey, that could be a great idea for a 12 issue limited series! Who needs HEROES...?

Darkseid
1) He controls a planet
2) He is a genius
3) Most of the DCU already fears and/or hates him
4) He is stronger than every villian in the DCU
5) Since he controls a planet he has a huge army

Luthor, Lex Luthor, Appears to be the wealthiest and one of the smartest men in any known universe, regularly dumbfounds Superman as well as that No good vigilante Batman

Lex Luther. Among other things he's a brilliant & intelligent scientist who knows when to tone down the drama to concentrate on his evil plans. I can see the other villians looking up to him for inspiration as their evil role model.

Probably Lex Luthor.The Joker, Riddler, and Penguin are too unstable.

for the reason that maximum of those villains are white (if a villain were black or latin, DC or ask your self will be acused of being racist) a sturdy call often is the WASPs : we are Sexual Perverts...

I THINK IT WOULD BE SLADE FROM THE TEEN TITANS BECAUSE HE IS THE KIND OF SUPER VILLAIN THAT WOULD NOT BE READY TO FIGHT THE SUPER HEROES WITHOUT LEARNING MORE ABOUT THEM SO HE KNOWS ALL OF THEIR WEAKNESSES AND STRENGTH'S HE IS A TACTICAL
FIGHTER AND SO SLADE WOULD BE THE BEST FOR THE LEADER OF ALL SUPER VILLAINS
