They probably had heard '911' but didnt know what it meant.

It could mean quite a few things depending on where you hear it.

The chances are that they had a fairly firm idea of a threat and an inkling of what was to occur.

What they would not have had are the facts; ie: time, date, target, method etc.

They would have made a fairly realistic call; you could not bring the USA to a halt because of an inkling, no matter how much the feared the reality of it. It would send the country into panic and economic recession if they were to do that too often. Indirectly causing more deaths probably (poverty, restricted travel, etc.)

As it happens, on this one occasion it was a bad call, but what we don't know is how many times that had made the same call and the threat not occur, i.e. a good call.

It'll be the same in the UK or any other country. Managing a potential threat can often cause more harm than the threat itself.

The problem with intelligence is that while one agency, the CIA, may have part of the information it needs, other bits of information may be held by another agency, FBI. What is really needed is for all the agencies to work together, not just at a national level but internationally. This is already happening. Historically, since WW2, the Brits and Yanks have shared a lot of information, usually signals intelligence. This may not have lead to anything on planes flying into the twin towers. NO. I'm of the opinion that the CIA knew next to nothing of this.

All I know for sure is that every foreign intelligence agency, including Israel, Egypt, and at least one European nation (can't remember if it was Italy, France or someone else) warned us repeatedly in the months leading up to 9-11 about Al-Qaeda's plans. I don't know what the warnings entailed, but we were warned.

well they knew something was going to happen but where and when was an unknown quantity.the problem with multi agencies is they need to communicate and they didnt obviously.there is so much data coming in all the time its making a risk assessment of what is true and not true.i wouldnt like their job.
