I assume you actually cut your scrotum, the sack the testicles hang in. You are definitely trimming your hair too close. That is a very important organ, you should be careful. If you are bleeding profusely, and cannot get the bleeding stopped, no matter where it is, you should seek emergency help. If it has stopped bleeding, put some antibiotic ointment or vaseline on the cut and a banddaid. Will be uncomfortable, but since your scrotum moves and contracts at will, you need to have the cut covered so it doesn't bleed more and get on your clothes. Shoud heal in a few days, leave it alone of course.

If it is a minor cut, it is unlikely to cause you any harm - just ensure that the area is washed well and kept clean. Apply a dressing or bandage if necessary, and consider using an antiseptic or antibiotic cleanser or ointment. If there was a significant and deep laceration, or if the wound penetrated below the skin tissue of the testicular sac, you should see a doctor, to ensure that preventative measures can be taken to avoid a serious infection of the testicles and surrounding area.

It can happen. Make sure its not too deep. Go to the doctor just in case to make sure it did not do damage and you do not get an infection.

if its the second case, then you dont have much hope

depends, if it's just a knick, it's not harmful, just painful put some neosporin on the cut.
