I have heard that "God helps those that help others" and not the way you put it! Being the creator himself, God is bound to help all of his creation. When a lion kills and eats a deer,we call it natural and it is so. We donot find a lion that kills a dozen deers at a time and after eating stores the rest. We would call such a lion "odd".
It is only humans that are greedy, accumulate more than they need and are really unnatural . It is because of this nature of man the society has drawn up a Code of Conduct.As luck would have it "shoplifting falls within that code of conduct" Nobody will arrest him if he stole a loaf of bread. But, if he lifts a loaf of bread and a few pints of beer cans to go with they will arrest him!

Helping oneself does not apply in this context.
Shoplifting is THEFT.
Businesses are profit taking enterprises and need to be rewarded
for their investments.
Laws,dating back to ancient times,are fairly sound/explicit on the issue of looting/theft :- " you cannot claim ownership in a thing unless there has been consent and exchange at arms length ".
How would you react if every man in the street walks into your home and picks up whatever they desire ....
Theft in any form (no matter how minute) cannot be condoned / tolerated by civil society.
"Help yourself" - yes , but not to what does NOT belong to you.

Because "God" is not the owner of the store.

But, if you get caught shoplifting, then God did not want to help you help yourself... what does that tell you?

"God works in mysterious ways..." maybe he set you up to get caught?

So they learn the errors of their ways. by being prosecuted they are being helped.

Personally I would cut off their hands !!!
