It is about a kid and his red balloon and he has proplems with some bullys and at the end he gets rescued by all the balloons in the city.

I think that it's actually called The Red Balloon (but in French)

My wife was in the Audio-Visual Department in college. Yes, it's "The Red Balloon". She played that movie about 50 times.
