She may have had surgery, radiation, or head lice. She may just be an employed peasant. As mentioned before it may be a religious thing. I would keep my negative opinions to myself but positive ones are always welcomed.

If you are the owner, maybe. But why spoil the attraction? Possibly she has the Noble syndrome...where you are her Knight in shining pencils...Let it simmer, till she can't take it anymore & drags you off to a private place to kiss you.
Good luck mate. Answer, nah. Better just to say hello to her & slowly build up any friendship; if that is possible. She might tell other women that you said that. + the others might think you insulted her.

If it is a compliment then yeah, but change the word peasant!! To something like mysterious or wild or something better than peasant, because it doen't sound good.

I would if i knew her and a scarf isn't her usual adornment. But if she is a stranger in the office, i would check she has hair under there before saying anything. You don't wanna say something like " are you having a bad hair day" for her to turn around and say "actually no I have just completed my first course of chemo"!
