Nature vs. Nurture. Their abilities are the same at birth because they have identical genetics, but one twin may be given more tools/dedication/education. Their intellectual development can differ.

For example, assume two twins are separated at birth and adopted. One joins a family that values education and gives the child every opportunity to develop cognitive skills. The other twin is unfortunately stuck in a family that neglects reading, school, critical thinking.

Just because they're twins doesn't mean they're the same persons. They're individuals with individual intelligence, seeing as they have different brains.

The intelligence level (IQ) of twins is probably quite close.
